Citizenship List In Indian State Stokes Fears Of Deportation


The process of updating NRC in Assam differs from the rest of the country and is governed by Rule 4A and the corresponding Schedule of the Citizenship (Registration of Citizens and issue of national identity cards) Rules, 2003.

The respective state police have been told to keep a close watch on the borders and also track down touts who have been aiding illegal Bangladeshi immigrants.

The NRC draft in Assam continues to be heavily debated by the Central government and the Opposition, and the debate between the two was on full show in Rajya Sabha. As many as 1.9 crore people were included as legal citizens of India in the first draft. The issue rocked both house of Parliament after which Home Minister Rajnath Singh appealed to the opposition not to politicise the "sensitive" matter as the list has been published on the directives of the Supreme Court and the Centre has "no role" in it.

The chief minister also held talk with his Nagaland counterpart, who was well aware of the possible influx of people not listed in the NRC into the state. According to several reports, even people with legitimate documents proving their citizenship status have not been registered because of technical reasons such as spelling mistakes or different names being used in the various documents.

A bench of Justices Ranjan Gogoi and R F Nariman was told by Attorney General K K Venugopal, appearing for Centre, that some states, including West Bengal, have fears that people whose name has not found mention in the second and final draft NRC, will migrate to other states.

Yet India has no repatriation treaty with Bangladesh, said Nanigopal Mahanta, head of the political science department at Gauhati University in Assam, noting the message from the ruling Bharatiya Janata Party was clear.

The chief minister of Assam has said that there is no question of anyone being put in detention camp.

"The government is stigmatizing a group of people".

The applicants can check their names in the draft by visiting their respective designated NRC Sewa Kendra (NSK) which will be available on all working days from 10 am to 4 pm from July 30 to September 28.

Will the NRC resolve the citizenship issue?

Based on the writ petition, the Supreme Court in December 2014 had set a time-frame to update the NRC, the pilot project of which was stalled in 2010.

Of the 40 lakh people who did not make it to the NRC, 2.48 lakh have been marked as doubtful or "D" voters by the Election Commission.
