Much of the debate over the nomination of Brett Kavanaugh to succeed Anthony M. Kennedy on the Supreme Court will center on the fate of Roe v. Wade and the future of abortion rights in America.

But Kavanaugh's nomination has triggered consternation among pro-choice progressives who have viewed him as a threat to abortion rights. A survey conducted in April by the Siena College poll determined that 78 percent of enrolled Democrats would prefer having Roe v. Wade put into state law.

As Democrats attempt to take control of the state Senate in this year's elections for the first time in almost a decade, the governor pledged to oust GOP incumbents and stumped in Westchester and Nassau counties on Tuesday.

The RHA passed in the Democratic-led State Assembly, but has stalled in the State Senate, which has been led for the past several years by Republicans, with the help of some breakaway Democrats.

"The en banc majority, by contrast, reflects a philosophy that unlawful immigrant minors have a right to immediate abortion on demand, not to be interfered with even by Government efforts to help minors navigate what is undeniably a hard situation by expeditiously transferring them to their sponsors", Kavanaugh wrote.
