Democrats see partisanship in GOP Pennsylvania district map


Senate Republican Leader Jake Corman says he's had "zero" discussions with legislative leaders about new district boundaries, can't guarantee he will meet the deadline, and doesn't know whether House Republican leaders are interested in drawing a new map! State lawmakers in North Carolina have appealed to the U.S. Supreme Court.

There is nothing to stop whichever political party is in the majority then from drawing maps which some future court may declare equally unfair and created to benefit one party or the other.

But that's contingent on a new map being in place.

Other Carbon County municipalities that the Republican map puts into the 15th District include Weatherly, East Side, Jim Thorpe, Lehighton, Weissport, Palmerton, Parryville and Summit Hill plus the townships of East Penn, Franklin, Kidder, Lehigh, Lausanne, Lower Towamensing, Mahoning, Penn Forest and Towamensing.

The 2011 map led to 13 or the 18 U.S. House District staying in GOP hands through three elections.

Under the existing map, Trump won 12 of the state's 18 congressional districts, Clinton, six.

Ever since the need to redraw the Congressional district map of Pennsylvania became a hot button topic, we have expressed concern that a rushed revision of the map would not be a good idea. Though the new map eliminated the strangest-looking districts by making them more compact, analysts found that it was just as gerrymandered as the current map.

"As long as our elections are on schedule, we will be fine", Jeff Greenburg, the county official in charge of the election process, said Thursday during the county commissioners meeting. At a minimum, the court said, the map needed to be compact and contiguous, maintain roughly equal populations in each district and not unnecessarily split communities.

The Supreme Court, which ruled the current congressional district map unconstitutional last month, wanted a map with several traits.

He said they tried to minimize the number of people displaced, which ultimately resulted in 68.8 percent of people remaining in their original district.

Democrats also outpace Republicans statewide in voter registration. Holder is now leading the National Democratic Redistricting Committee, an effort to counteract Republican efforts to use the redistricting process to increase their majorities in Congress. If he rejects it, the court will draw its own map, relying on the work of another redistricting expert, Nathaniel Persily of Stanford University.

Delaware County - and the 7th District - is likely to be at the center of the cauldron that is shaping up in the 2018 mid-terms. "Sixteen of those occurred in Montgomery County, and Hatfield is one of those", Rafferty said.

The resolution authored by Fair Districts PA has been adopted in 49 municipalities in the previous year - most recently in Upper Providence and Lower Frederick townships in Montgomery County.

"There is not any standard in what the Pennsylvania Supreme Court said or anywhere in federal government, in any court ever, that says competitiveness is a standard", he said.
