According to The Hollywood Reporter, which broke the news, Liu was hired at the end of a yearlong, worldwide search that involved a team of casting directors visiting five continents and interviewing almost 1,000 candidates for the part.
Liu is one of China's most popular actresses. There's also the role of Mushu, Mulan's dragon/guardian, and if that character carries over, I assume they'll go for a celebrity voice similar to how they've cast Will Smith for the Genie in Guy Ritchie's Aladdin.
Disney has seemed to find the right actress for the part.

Yifei is also known as Crystal Liu as well as "Fairy Sister" in China - a nickname she got thanks to her angelic appearance and grace.
Liu, 30, has previously starred in a number of TV shows and films, including Chinese-American projects like the 2008 action fantasy The Forbidden Kingdom-which also starred Jackie Chan and Jet Li-and the 2014 film Outcast, featuring Nicolas Cage and Hayden Christensen.
You can now find the movie on Netflix. Niki Caro (The Zookeeper's Wife) will direct the film, and Chris Bender (The Hangover), Jason Reed (Alice in Wonderland) and Jake Weiner (Leap Year) will executive produce. Disney says additional announcements about the live-action movie will be made in the coming weeks.
