Hours after the security forces gunned down two terrorists in Kupwara district, two separate encounter with holed up terrorists broke out in Kulgam and Pulwama districts early on Tuesday morning.
"As the forces were conducting the searches, the militants fired upon them, triggering an encounter", he said.
Officials said the militants could be foreigners.

Sources added that some of the militants managed to escape from the encounter. "He was a militant of Hizbul Mujahideen", a police officer said here.
Paying tributes to the slain militants, Hizb chief Salahuddin, in a statement issued from Pakistan-occupied Kashmir, said the ongoing struggle would continue till a logical conclusion was reached. Though some reports said Mudasir was a B Tech graduate, Pani ruled out this. "It was a search operation during which a hideout was busted", he told CNS.
Authorities snapped internet services in Kulgam and adjoining Anantnag district after the incident.
Acting on a specific information about the presence of militants, Rashtriya Rifles (RR), Special Operation Group (SOG) of Jammu and Kashmir police and CRPF launched a joint search operation at Naubugh in Qazigund in Kulgam district of south valley. The operation has not been called off yet, Pani said.
