Cecil Eugene Kutz, 316 Chestnut Street, North Manheim Township, is in Schuylkill County Prison on $250,000 cash bail.During a press conference at the state police's Schuylkill Haven barracks Thursday afternoon, state police officials said the children's mother, Tiffany George, had been taken by ambulance to the hospital Wednesday morning.

Pottsville - Police in Pennsylvania say a 22-month-old boy has been found locked inside a makeshift wooden cage while his day-old sister and one-year-old brother were found alone in the same house.

Police eventually arrested Cecil Kutz, 27, the Eagle reported. A 22-month-old boy was found locked inside the homemade cage that was was "constructed from plywood and lattice [with] a door on it which was locked from the outside", the station reports, citing an arrest affidavit. There is no good reason.

"That makeshift cage has been in that residence for some time", says Sgt. Fred Krute.

Troopers say there was no baby formula inside the home and it looked as if the baby girl had not been fed.

Police didn't immediately say whether or how the children are related to Kutz or one another.

Kathy and Roger Condash live just down the road. They knew Kutz because he had worked on their auto before. "You hear about it but it's very shocking", said Kathy Condash.

"He seemed like a generally nice guy but. that's how weirdos are", added Roger Condash. They're nice on the outside but deep down inside they're no good. "I hope he gets what he gets". A state police investigator told Action News he "never saw a scene like this".

Kutz was charged with three counts of endangering the welfare of children and reckless endangerment.
