"Investigative efforts have revealed a troubling pattern of behaviour by Tad Cummins, suggesting the 50-year-old may have been abusing his role as a teacher to groom this vulnerable young girl for some time in an effort to lure and potentially sexually exploit her", the agency said in its alert.
One of Elizabeth's schoolmates reported seeing her and Cummins kiss in his classroom on January 23, according to a school district investigative report, but both denied the claim.
A 42-year-old female officer was listed in satisfactory condition after her ballistics vest stopped a bullet headed for her chest, authorities said.
At daylight they arrested Cummins and rescued Elizabeth. She's a high school freshman.
Elizabeth exited the cabin behind Cummins and was taken into Federal Bureau of Investigation custody in Redding, California, authorities said. Instead, Judge Camille Buras gave him 15 years for shooting Racquel Smith in the legs, to be served at the same time.
"Upset over the incident, she went to Cummins' classroom", the documents state.
After Barry's tip, Cummins and Thomas were apprehended early Thursday.
Court papers filed recently in the teen's disappearance said she was afraid of Cummins and thought she would face repercussions at school if she resisted him.
Authorities say that Thomas appears to be in good health, and that Cummins told deputies upon his arrest, "I am glad this is over". After the kiss was reported, the school system order Cummins and Thomas not to have any contact.
He was sacked from his teaching job after being accused of having an inappropriate relationship with Thomas. Investigators later determined the interview was not actually scheduled. Later that day, investigators placed Cummins in Decatur, Alabama.
A report filed by her father also explained that she had told her friends she was "scared" of Cummins and felt that she was "in over her head". "Cummins denied doing anything wrong and asked his wife to forgive him".
Thomas was reported missing March 13.
Agents from the TBI, FBI, and Maury County Sheriff's Department were en route this afternoon to Siskiyou County, California to bring Elizabeth Thomas home to Tennessee.
"So they called this in to the TBI (Tennessee Bureau of Investigation) hot line". As the investigation continues, investigators say they learn Cummins researched teen marriage and whether law enforcement could track his vehicle.
Two days after the girl disappeared, surveillance images from a Walmart in Oklahoma City showed Cummins and the girl purchasing food items in the store with cash.
"I would describe the cabin as a one-room cabin".
The student-teacher duo was found in northern California's remote Siskiyou County. The cabin is located in a remote area of the county, two hours away from the sheriff's office. As of Thursday morning, efforts to reunite her with her family remained ongoing.
Cummins, the federal complaint says, is charged with taking a minor across states lines to have sex. That offense carries a maximum sentence of life in prison.
